We currently have a budget shortfall at the state level. Rosemary recognizes that fixing that must be our first priority. Until we fix the shortfall, our hands are tied and we cannot pursue meaningful solutions to problems like transportation. Richmond must tighten its belt a bit and fix the shortfall without raising taxes. In these tough economic times, it would be irresponsible of Richmond to penalize the taxpayer. We must cut costs and spending where we can and maximize efficiency in order to fix the shortfall.
